Board of Directors

James S. Parker - President

My name is Jim and I’m your neighbor at 8449 Serrano since March of 2021.  Academically my undergraduate training is in engineering, and I earned an MBA in graduate school.  At the doctoral level I studied business administration where my research focused on the impact of leadership style and causality orientation on levels of employee engagement.  I believed that an educational background that included technical, business, and organizational behavior disciplines in the same individual would make for some unique problem-solving perspectives... and I still believe that today.

Professionally I have had a long career that began in the US Air Force and continued in several aerospace industry leading engineering organizations developing jet engines at Pratt & Whitney, aircraft hydraulic and fuel systems at Eaton Aerospace, aircraft pneumatic systems at Parker Meggitt Control Systems, and Space and Airborne Systems at L3Harris.  I have also served as both Vice President and President of homeowner associations in the past and I’m very familiar with the legal structures and operating environment.

I am committed to the success of this community and the families that make up this neighborhood.  I’m one of those owners that has no interest in selling, regardless of what transpires in the real estate market.  Since I’m here to stay, I have a strong desire to make a positive contribution to the character and philosophy that guides this community.

My vision for this community is a homeowner association that enhances the Valencia experience through:
  • A quiet effectiveness in maintaining the common areas in a manner that reflects credit on the neighborhood,
  • sound financial management that meets the needs of the community in a cost-effective way,
  • forward-looking capital planning to ensure that resources are available to replace and/or upgrade neighborhood infrastructure in a responsible fashion,
  • a cooperative and collaborative relationship with individual property owners that doesn’t attempt to micromanage every aspect of property ownership, but rather serves as a guard against the unreasonable.  In a neighborhood such as ours, unreasonable is likely to be very rare.
Homeowner associations can be collaborative guardians of our common interests that reflect positively on the look, feel, and subsequent property value, or they can be draconian, heavy-handed and confrontational entities that actually have the opposite effect.

I am firmly committed to the former and even more strongly reject the latter.  If this aligns with your vision for Valencia, I would greatly appreciate your support.
